What tools do the Community Redevelopment Agencies use?

CRAs have a variety of tools they can use. One really common one is to have a grant program that can reimburse local businesses for things like renovation or parking improvements, signage improvements, façade improvements, even permit costs. They can also acquire and improve land and then dispose of it. They can acquire land and then dispose of it to someone else who wants to develop it, and when they do that, they'll put conditions on it. Really, they have a lot of tools at their disposal. It's just acting again in furtherance of the plan.
