There is no such thing as a " ghost gun" or an " assault rifle " those are buzz terms to scare the public, it's completely legal to build your own firearms for your own personal use, they don't need serial you sell that firearm however, yeah a serial number must be he removed the serial number from that other firearm....yeah he broke the law.
