Ли also is used when you want to emphasize while asking some questions. For example: will be? Будет ли? Also you can emphasize with да (yes) before будет. Да будет ли это сделано? Will it be done? Do not be confused with coma and without ли: да, будет сделано where is affirmative meaning that means: yes, (it) will be done.

Can you explain the difference between изучать, учить and учиться?

The statement " I am not sure whether I want it " to me is not grammatically stated. I think it that statement should have been said " I am not sure whether I want it or not " Sounds more
to the point and gets that statement better understood by the person who is listening to it.
