This new rule applies to fraud overseas players who give non sensical reasons to pull out of the tournament when the real reason was not getting a big paycheck. People like Jason Roy, Hasaranga, Alex Hales, Mark Wood, Adam Zamba, Kane Richardson, Stokes, etc have done it on multiple occasions.
Even Starc has done it once.
You either wanna play in the IPL or not.
If you don't wanna play in it, just don't put your name in the auction.
One more rule, none of the Overseas players can earn more than 18cr now. That's their maximum salary.
