Wheatley was once a core on GLaDOS, but by the time everything went down, he was removed from her and put into storage with the rest of the cores, to be reactivated once GLaDOS was destroyed and the facility shut down.

Thinking about it wheatly might be more difficult to make then glados because it's one thing to make a ai that is massively intelligent and manipulative but imagine making a ai purposely stupid that they are as stupid as glados is smart while still being a ai with the ability to learn and adapt, and even with access to the entirety of gladoses knowledge still end up dumber then the average adult
