Does anyone remember... a few decades ago, didn't we measure frame size by measuring center of bottom bracket (or crank set) to the center or top of the top tube (not the seat post)?

Usually STANDOVER CLEARANCE or stand over height to know that the bike you want is fit for you.
Wow man this is great explaination.
My inseam measurement is
72cm x 0.7 = 50.4 so meaning frame size 50 for me.... But i still prefer one size lower. Currently using RB size 48 & its perfectly fit for me.

Okay, ground to groin is 67cm.
Multiply by .66 since I'm getting a mountain bike...44.22.... o I divide that number by 2.54 to convert it to inches? Doing that gives me 17.4. That would mean a 17 inch frame?

Not true! Maybe in your country bro, in mine everything is measured in metric system, mtb and road and all. Why would any advance civilization use something different?

Bicycle frame and other component sizing conventions are one of the most stupid, irrational and downright useless forms of dimensioning that there are.
Ignore all this information, it is next to useless!
