the PACT has “covered veteran ” verbiage that excludes the waters of the middle east its says to being assign to duty station in country x or is airspace….I am a Navy Veteran, I stopped in ports in country x and been inside the countries on land… does my ship count as a duty station assigned to country ?

Does anyone know if exposure to CARC paint in 1982 would be covered under the PACT Act? It happened in Germany, and I was exposed (inhalation and direct skin contact) to the solvent-base version of CARC that contained hexavalent chromium, lead, hexamethylene diisocyanate, and toluene.
