How we can do it on Android 11 and One UI 3.1.
The option you select is no longer there

This is an Android 10 feature, hence its activation through the Developer Mode. Many other manufacturers include this icon shape change feature as a standard setting (no need to activate anything). Plus, users can see immediately the result on-screen, while here we have no idea how icons will look like, and there is no need to restart the smartphone, which is a complete waste of time and inconvenient. Hope Samsung will fix this in the future...
