what the criteria for all these characters? Just being rich? this list doesn't makes sense to me as I know either iron man and batman will be on top because of popularity. is it popularity? or is it what they do with their riches?

Emma Frost deserves at least an honorable mention. She is the CEO Frost Industries and her wealth allowed her to join the Hellfire Club, an organization comprised of wealthy individuals such as Howard Stark, father of Tony Stark, in the comics.
