I would point out that these bubble collapses are caused by corporations, not governments. There must be regulations on corporations before they are allowed to become "too big to fail". If modern corporations existed when the US constitution was written there would absolutely be checks on their power. Unchecked corporate power leads to monopolies and fascism.
