I can't understand the thought process that you used. It's clear to me that the graph shows extension and maximum velocity, but what formula links those two concepts? Please help

In the markscheme for q16b it says 0=(0.0946×1.5)+(0.015×v)
The value comes as negative ..will I get marks deducted if I have a positive answer by doing it your way?
