Winter Queen spawns behind the green elves every 15mins which drops Winter Bait which is needed to summon (chance) Winter Monster which is needed in order to get those weird blue shard things.

And I suggest you use G5 Bajrang Gun on the small cliff thingy (basically in the middle of all the mobs where there's a small corner). It'll kill all the mobs but not the Winter Queen.

Update: go on top of the small cliff in the middle of all the mobs and use Bajrang Gun to kill ALL mobs even the boss!
