Previous scholarship (book) may be what gets you the TT position. Therefore, it did count for something. A new university is not going to continue to pay or reward you for something you did on someone else's dime. Negotiate at the beginning or don't expect it.

Do you think it's okay to apply for positions at other institutions after your first year as a TT assistant professor? If this might be viewed negatively by the prospective institutions, could you list your current position as a Visiting Assistant Professor? Is it unethical to do so?

Tenured Associate Research Professor here. My institution (State University) clearly outlines in its guidelines that tenure and/or promotion is based on work performed since the last job action and one must have a clear separation in CV for work done prior and after last job action. To be honest, I find this fair. The work that one did in a previous institution/position is what got this faculty member to the next level. Claiming this prior work for tenure/promotion would be double dipping in my opinion.
