It's not standing, it's hanging! It's called Trzonolinowiec (literaly core-cabler). The only compressed part is core. It was an experiment, to free floorplan from load bearing walls. You can see it also in Gdańsk, on much larger scale in 80m tall office tower called Zieleniak. Our joke is that it is the only building in the world built from top to bottom, because after making two cores, the floors were suspended, one by one, from the highest one.

In Silesia area you will find Spodek building, which is an arena quite well replicating space ship by appearance. It is also very narrow at the bottom and wide on top. The reason is, that due to the fact, Katowice is a minory area, there are related to mining ground movements, which cause earth forces working against the building, causing it to get unstable. Because of the narrow base, less forces are working on building base and at the end it's actually better preserved😉

I swear I'm from a small city, near sea, Lubawa, close Iława (warmian-masurian) and here so beautiful, in Warsaw you have high standards and really low like I was so shocked when I moved there like I was back in 30-40 years😅 I moved back to my little city, and I have bigger flat for a small prices

These nicer structures are usually remnants of German architecture, and these ugly, coarse blocks are Soviet artistic thought. These buildings reflect the state of mind of the systems in which these two different nations functioned. Big, eloquent, proud monuments of power vs. rough blocks chopped with an ax in wood.
