I always love it when a cop gets that confused and befuddled look, simply because a citizen knows their rights and declines to be intimidated. When a cops says, “Can I help you?, ” just answer, “That would be great. Go get me a cheeseburger, shake and fries.” BTW, I live near an airport and there’s an access road that wraps around the airport right next to the fence where I walk. I often stand by the fence and watch planes take off and land, and in fact there’s an area with a wooden tower, right next to the fence on the runway, put there by the city, that anyone can climb and watch and take pictures.

There are a number of reasons why a hot refuel becomes necessary. When we landed in remote foreign airports for instance, there was often no ground support equipment available to provide electricity or compressed air to restart the other engines, so we left one running to provide electricity and engine bleed air for a cross bleed start. The dinosaur I flew was not equipped with an APU. Though not recommended due to the risk of a hot start and engine damage, it was sometimes the only option. In the case of this Atlas Air 747, there could be a number of reasons to leave an engine running since it was not parked at a gate. Perhaps an inoperative APU, a stuck cross-bleed valve, or several other possibilities. Jet exhaust at idle, depending on conditions, is at minimum several hundred degrees Celsius, and refueling an airplane with low wing mounted engines whilst an engine is running would be hazardous and potentially catastrophic in the event of a spill. Therefore, it is necessary to have the fire apparatus standing by. No emergency here, and no FAA fine. This was a fairly common occurrence, particularly for freighters.

Can barely hear the public servants. This department needs to start laying cops off because they obviously are overstaffed. Anytime you see 2 or more show up to a scene with 0 crimes being committed and start fishing for charges its a sign the department is overstaffed and the employee's have nothing better to do.
