Another solution is to literally spam your phone’s home button when you turn it off and then you turn on when the Apple logo comes up you should spam your home button, apply pressure to the left of the home button

5 years late but it worked when i shutdown phone and reopened i put it in water but its refurbished so its old and not as water resistant

My home button progressively crapped out and no longer worked and was completely pushed in. I restarted my phone and went to the home screen and went into general settings and went to "home button" and changed the feel and it seemed to pop the button back up to normal. Fixed somehow. No idea what caused it.
