Actually, Neem Karoli Baba did say that by repeating the Name, all things are accomplished.
He also said "Go on repeating your fake Ram Ram! One day, you will speak His Name perfectly and the Real Ram will appear!"
Of course, he was stating that without the Bhava in your Heart and Voice, you gain some small benefit, but that benefit will take many Lifetimes to manifest into Bhava and thus bring you into Surrender and thus receive God's Grace.
She also said to chant every day even if you feel nothing, even if you are angry and are angry with God. Some benefit, some focus on God is better than nothing.
