I have found that the factory hem is not even, pretty much never.
If you measure up from the edge you’re going to get the same uneven hem.
It’s a good idea to pin the desired length all the way around, it doesn’t take that long.

Have you ever considered using a rolled hem foot to hem chiffon? It's a presser foot that makes perfect rolled hems and it is a blessing
