On our trips to Burning Man we would use a pump deck sprayer to cool off.  They hold a lot of water and you get a continuous mist when they are pressurized.

I think the screen thing I huge! If I was driving by tho.. Holy shit this dude on the slabs was spraying himself with windex.

Where did you find your TV? I haven't been able to find anything over 24" for 12v TV's.
