Putin was democratically elected by popular vote by the Russian people for every single one of his mandates.

Biden and all the previous presidents before him were appointed by the electoral College. Some of them were appointed even though they got less popular votes than the other guy.

There are 6 parties in the Russian Duma (parliament) .

How many parties are there in the US senate, congress and white house?

Because the two parties in power have passed election laws, regulations and rules that make it impossible for any 3rd party candidates to gain any seats in congress, the senate, nevermind the white house.

In a sense they have built a two party state. A nationwide duopoly.
