I thought the WEF/IMF in fact *have* labeled XRP & XLM as stable coins. Sometime in 2022. Don’t recall which document though.

Correction: The World Bank deemed XRP & XLM stablecoins in Nov 2021 document, Central Bank Digital Currencies For Cross Border Payments: A Review of Current Experiments and Ideas, pg 31, section labeled “Stablecoins For Cross-Border Payment.”
