At work we used feature flags for about a year and a half and eventually stopped using them for most new features. With a team of over 50+ devs, the codebase quickly became a mess with feature flags everywhere. For simple features where the FF can be a single if statement this isn't so bad but when the feature spans multiple files and projects (because microservices) it becomes hard to manage.

One idea I could think of is to create a separate table like feature_1_users and add active members or users can request for access.
