If this guy was a real cheapskate, he definitely could have pulled a party for 25$. When I was a kid we were fairly poor; when I turned 10, my parents had just gone bankrupt for the second time. I came home from school, and there was a cake on the table- a small cake from the grocery store, roughly 6$, balloons and streamers from the dollar store, roughly 5$, and a variety of items/toys that were strategically picked for me, roughly 10$. We had my favorite frozen pizza for dinner, around 4$. There was 4 of us.

25$. This guy doesn't know the right places to spend at- if you're gonna try to save money, at least do it right.

Alright, so, I'm pretty poor. My GF didn't want me to throw her a birthday party (she didn't think that I could afford it, and she was afraid that nobody would show up). So I pretended like I wasn't going to. Then I and her friends made an elaborate plan for a surprise party. We planned it for months, which helped me save up some money. Everyone contributed with food and drink, and we made it a buffet. It was a really fun party, and my GF was so happy that she started crying. The fact that all of her friends had pitched in made it even more special to her. I can't afford to give her expensive things, but I can give her my time, my energy and my full commitment to make her happy. The guy in this show isn't even trying. The entire party looked like an afterthought. I feel so bad for his wife. She deserves better.
