Soft Rubbery Bestway Whale

In this video a regular Bestway brand pool toy whale has been "rubberized" with a bit of magic. The toy now stretches like rubber behaving in ways not at all typical of a vinyl pool toy.

How do you make it so soft? Mine has lost some plasticizer, so I need that treatment lol
