I'd love to see a crime mystery thriller around Hobgoblin, done in a way that you can't really tell who's behind the mask even after he's unmasked.
Put all of the people that donned the Hobgoblin mask in the comics in one story: Roderick Kingsley, Daniel Kingsley, Ned Leeds, Lefty Donnovan, Richard Fisk and Jason Macendale. Comic fans will be intrigued to find out who it is in the same way that non-comic fans will.
The movie could pull as many twists as it wants, putting clues leading to one, having another act suspicious and someone completely unexpected to be the one under the mask.

My understanding is actually, that Tom Defalco intended on The Rose being Roderick Kingsley and Richard Fisk being The Hobgoblin. Ned Leeds was intended as a red herring by Defalco.
