What I know about the portraits is that these are the former headmaster, possibly, Mrs. Shiroyama was the headmaster, before she "stunned" her husband with a knife, she ran off from the police, hence why a different principal, this could've taken place in 2018, or current, whatever you think of.

After hearing your theory, I have an inference that Maki is actually the principal's daughter and brother to Ritso Baba, because the two live in a luxury apartment, of course there are more other students but I see this as a special case, Maki and Ritso are in class 1-1 and are richer than the other students, like two siblings, and the reason Maki gets to be a school student council presedent is because she's the principal's daughter, and about who Maki's mother is, it's also possible like you said, maybe the principal was having an affair and Maki's mother is a criminal, maybe the two of them divorced and Maki chose to follow their mother so they have different last names

My theory is that Maki's mother run away to Momiji Town and there is another theory of mine which may be strange but makes sense. The theory is that the 2 criminals who were photographed at the police station were also in Momiji Town and the headmaster disappeared. because maybe in that empty house near the castle, maybe the headmaster was locked up there and taken by someone to Momiji town.

I have a headcanon

Mrs.Shiroyama killed Mr.Shiroyama when Maki finished elementry school, and she was sent to Tokyo during middle school, and came back to Highschool, her mothers picture is in the police station, because they found some kind of evidence that Mrs.Shiroyama is somewhere out there, Maki says "I will tell my mom on you" as a coping mechanism, she was traumatized when her mother killed her father, before that she really loved her mother, she could always talk to her about her problems, they send her away during her middle school years because things heated up in Sakura town, since Maki is likely gonna be the next head of the Shiroyama businesse (maybe a company or simply a high position in the city) they wanted her to study peacfully until everything calms down. Also Maki being the student council president is part of her training. Maybe she will heal from that traumatic event, find out what have Daiji Sato done and find her own way in life.
