They are supposed to have that hole at the top, for putting toppers!
You aren't doing anything wrong.
The flat tipped ones make pretty flowers, round tips like you are using are going to give the exact results that you are getting.

You aren't doing it wrong. Russian piping ball tips are made to have that hole in the middle. It's for filling. I like to use that particular ball tip and go back and forth. It looks very pretty.

This tip would actually be really nice for adding toppers as it has a really nice pattern and doesn't smush the icing when the topper is on the top 🥰

You can pipe a smaller flower in the hole, but as others have said, it's supposed to be there for toppings.

So I was always told that these tips are for making flower type accents like rosets. Then add a dollup with a different tip for the middle part of the flower/ roset.

I have no idea but im just throwing an idea out there, maybe start with the first technique you did (up and down) and twist it when you get to the top or halfway there? I have no idea how they’re supposed to be used 😅 such a funny piping tip

you're supposed to twist the entire time but you have to switch directions so you get a ruffled flower shape. it will spread wide and fill the entire cupcake. then you take a bag with a hole cut out the corner fill the hole in the flower and add 3 candy sprinkle balls. big ball sprinkles work best. then you have a really pretty flower. you can even add leaves to it.

sometimes we will make the flowers before hand with the leaves, freeze them o. parchment paper and then just add a dollop of frosting and add all our flowers to our cupcakes. ❤

Your icing would have to be very soft and you'd have to pull away fast. I'm talking very soft icing. Also they're made specifically to make a hole in the middle.

At work no matter what piping tip we use, we usually do a swirl out by flicking our wrist, although it maybe hard to accomplish without physical representation of how we do that, but hopefully it helps regardless 😅

Round piping tips leave holes for you to add something to the top and flat ones don’t. regular piping tips they don’t leave a hole but you can still add things to the top if you want to. And the reason it leaves a hole is for bakers to add a topper to the cupcake or to the spot where they piped the icing.

Spin one way and then the other to make a ribbon fold thing! That might work!
