Joel was minding the ammo usage when he didn't use the pistol to finish the guy off. Side note, there are factories still making ammo in TLOU, but it's still scarce.

There’s over an estimated 1, 000, 000, 000, 000 (trillion) rounds of ammo in the US. Careful scrounging will keep every stocked for a freaking century, even if it means moving over to different calibers as one becomes more scarce.

To be fair, those guys were inexperienced insurgents (with the mentioned ammo supply since fedra was kicked out like a week prior) who probably never killed anyone before so they’re panicking, while Joel has 20+ years of experience.

It’s estimated there are 7 to 12 billion rounds sold in the US every year. From personal experience, I think it’s safe to say that we won’t run out of ammo

Actually, the modern smokeless powder is really easy to throw together, the primer can be made of potassium fulminate, and at that point the only thing you need is precision machining to make the centerfire part work, or make all your post apoc ammunition rimfire as that's quite easy to make.

Say what you will about the latter seasons of TWD but they actually treated bullets like they were scarce. In the last three seasons characters more commonly used bows, knives, slingshots and spears as weapons due to bullets becoming more scarce. People having guns was a rarity and showed how far into this apocalypse we were. And ironically The Last Of Us takes place 20 years after the outbreak whereas TWDs bullet shortage happens within 4-9 years.

IIRC In the game, this took place on a recently abandoned city.

The raiders are part of a group that rebelled and killed the military/goverment soldiers, you can even see the execution site of the government troops.

They took their ammo, vehicles and whatnot which explains why they are well armed.

To be honest, smokeless powder and primers were something cooked up on a workbench.

In combat you don't care about saving a bullet or ten even if you only have a hundred to start with, when an enemy fights back you usually panic and fire most of your rounds almost immediately or you have half your force fire shirt burst or in the military known as volleys at the target while the other half gets closer to the target or gets into cover further away and when the first group has run out of ammo they fall back further back than the second group while the second group gives covering or suppressive fire

I cant remember if its mentioned in the show or not but there are ammunition factories still operational in the apocalypse being run by FEDRA. As the city they visit is one that was recently taken over from FEDRA, its likely quite well stockpiled (especially if the city had heightened security due to the riots and protests that will have led up to fully taking out FEDRA)

Most ammo manufacturers say it lasts about 10-20 years if stored correctly, so maybe they have a large stockpile they're using before it fails

These were young, inexperienced rebels who had just overthrown FEDRA. Taking into account the fact that they now had access to FEDRA’s stockpile as well as being overconfident from the successful revolution and being young/inexperienced it’s obvious why they were much more careless with their ammo.

The guys shooting at Joel and Ellie were using rifles. Any mid-sized rifle cartridge is going to punch through the sheet metal of a truck they are hiding behind like butter. Joel and Ellie would be dead unless they hid behind the engine block.

This is why Caesar's Legion makes more sense than it might seem at first blush.
They rarely make use of guns, relying primarily on spears for ranged attacks as well as ambushes to remove the advantages that guns have in the first place.
They win through alpha strikes or overcoming their enemies through attrition, making them waste ammunition and supplies that can not be easily replenished without a proper supply chain.

To be fair, modern firearms can use black powder rounds. Gonna be an ass to clean all the time, and definitely would want firearms based on the older firearms, such as a Rossi 92 and such. But I haven't seen anything to indicate it'd be an actual issue.

I feel like this is a gross underestimate of just how plentiful bullets are in the U.S, especially in small towns.

Another pretty egregious scene was the one with the old sniper: I counted at least 15 rifle rounds wasted while Joel, Ellie and the two brothers were behind cover. You don’t have to shoot the cover to pin down an enemy: they know you have them in your sights after the first shots.

One of my first targets in case of an apocalypse would be the nearest ammunition/weapon factory. Like in most apocalypse scenarios everybody is going for supplys, but going for the production and the know how is way more productive. And when it isn't possible, there is the relatively easy opportunity to craft black powder for some more simple weapons.
