Maybe he meants to say Rengoku getting close to unlock Demon Slayer Mark. I'm pretty sure via Muzan and Kokushibo, Akaza knew the existance of the mark and demon slayers will start to unlock it if a Sun Breathing user unlocked it and he knew Rengoku will never unlock the mark because he thought Tanjiro is so weak and he will never unlock the mark because of that.

rengoku is truly a strong demon slayer.he almost cut akaza's head on his own, while for upper moon six it was a 4 vs 2 fight.
if he unlocked his demon slayer mark.on that fight he could kill akaza by hard he can go.

I understand that a demon slayer needs to be around a sun breather to unlock the potential of the mark, but it just baffles me that Tengen didn’t unlock his mark. Dude lost an arm, an eye, and, if not for nezuko, would’ve died from poison. But I guess you could say it’s because Tanjiro was at his limit and pushed past it to unlock his mark for the final second and that it wasn’t enough time for Tengen to resonate(for lack of a better word) with Tanjiro like Muichiro or Mitsuri had.

The Mark shows up when you feel you are in Danger but Rengoku didn't feel that way coz He was busy fighting to save others rather than thinking what he feels about himself !!
