2 things.

1. Either Shikamaru was making fun of him, surprised how smart he is despite just a common, obvious answer to which Ino missed the joke.

2. He does see Naruto being smart. Which imo, number 2 would make sense given Shikamaru has always shown some respect for Naruto despite of his status.

From what I read about child neglect on an article, the effects of child neglect is alot, it stunts your growth spurt, kinda affects your ability to think and socialize, there's alot of problems.

Naruto was neglected, heck, he was absolutely despised by the villagers around him for more than 10 years, that's got to cause some damage. And the whole growth spurt thing? Naruto was almost the smallest out of all his classmates when he was 12, he probably doesn't know how to properly read or write either, cause no one bothered to help him learn. After leaving the village with jiraiya, naruto grew big and healthy, cause he was actually taken care of and taught stuff.

Honestly, if naruto had grown up with proper care and proper attention from someone, I bet he would've been a pretty smart kid, it's honestly really sad. I swear I want a spin off, where minato and kushina don't die, obito is not a bad guy and rin is not dead, that way naruto would grow up with all the love and care from his little family 😭

To be fair kids learn a lot of those kind if things through social interaction, especially with other children. Of which Naruto had none because the way the villagers saw/treated him. So him ending up the way he is, is both impressive, and understandable.
