John Deere 7200 16R30 Front Folding Planter

Having an issue unfolding, maybe electric but the hydraulics seem to want to lift it, do you need to unlock the wheels first? We just bought one set up for liquid and we have it hooked to a turned up 3588, any advice would be awesome
