In trying remove loose impediments around his ball, Tiger caused his ball to move. How was Tiger supposed to proceed?

A.
Unfortunately instead of requesting a referee to become involved and let him know whether the ball had moved, Tiger chose to make a stroke at his ball. Therefore, he incurred a general penalty for causing his ball to move, and not replacing it back to its original spot. If he had replaced it on its original spot, he would incurred just the one stroke penalty instead of two.

Standing straight above it, maybe he couldn't tell it was moving. The camera angle is not a fair assessment.
