Israel controls the border and only lets in those sellers that can pay the bribes. Supplies are low anyway, and then the crossing fuels, organization and pocket fees. Humanitarian aid is slim and much is canned salty beans, canned vegetables, flour, tomato sauce, spice packets, The clean water shortages make salty food more problematic.
