Something tells me that Cocoa 'The Maid Leader' is reading her lines in a monotone voice because she actually has no idea how to be a maid and is learning on the spot. She probably has some sort traumatic backstory about how some higher up said that barista work isn't a real profession so she was forced by Tetra in a last ditch effort, to join the maid cafe division to prove that she's still capable performing domestic service in order to justify their investment in the failed NIKKE iDoll.

Or she just talks funny, I dunno. You can never tell with these damn advise sessions.
