how do i turn off the volt limit. it outputs the 3A but volt limits to 1.2v even when i've set it to like 30v

I bought one of these and hadn't used it much. Turned it on one day and it wouldn't output current. Output switch position indicator shows switch in on and off condition simultaneously. Suspect it is a firmware failure. Have not found any information on line that this is a common failure. I bought it because I liked one I had been using at work. Oh well.
