Children's rights in Kenya start at home! Parents don't want their kids caned in school and it's enforced by law. As such, parents lead by example by not doing what's universally banned. A little spank or pinch is ok, anything bigger to attract neighbors will land a parent to Children's Welfare court and probation/welfare officials all over you.

Any prolonged power outage without notice or scheduled maintenance gets heads rolling and the energy minister and kplc management summoned to parliament for answers.

In Kenya any slight mess in the ministry will even lead to sacking. And all is not only Nairobi even in the least of villages have the same supply of electricity like Nairobi. As we are talking Kenya government completed last mile program of power supply all over Kenya is just upon you to connect it to your house

Yes, the tap water is treated. Problem comes when there are leakages with underground pipes that mix with dirt until the nairobi water company comes to repair

In Kenya, the tenancy act is a big deal. No landlord wants to be sued ..except for the lower classes that are harassed. And, generally, tenants are respectful. Kenyans prioritize paying rent to having a meal.

In Kenya we have many security units,
Even wildlife have their own security unit called Kenya Wildlife Service ( KWS) for wildlife conservation and we also have Kenya Forest Service (KFS) to take care of Forests.
Security guards are private security wing.

Kenya lights go off when scheduled.. usually between 9 am to 5 pm, with prior warning - usually once a month per area for constant infrastructure upgrades.. the last time there was an unscheduled national blackout managers in KPLC lost their jobs..

You are informed they are called soldier to "massage their ego". That point if rent, why should you pay for services not not used 11 months in advance. That's money you can invest and pay the rent with profit from the 11month rents.
