The reason the town residents prefer Jack over him is kinda obvious when you think about it: the whole idea of Halloween is to scare, but not to traumatize or hurt anyone, just a friendly scare for fun, which is what Jack stands for. Oogie Boogie however doesn’t intend only to scare, but he also literally has plans to kill someone which is what crosses the line.

I think the person that killed oogie boogie killed him and skined him and left him in the woods were bugs died with him because the person was angry with oogie boogie about a bet at a casino or oogie boogie lost a gamble and could not pay so he was killed for that meibe.... Just my theory
