Foam used for firefighting is basically soapy water with a bunch of air mixed in. The foaming agent is mixed in using a specialized armature that uses the Venturi effect. You can set the amount of agent to the desired value. It is the same principle as in a carburettor.

You can distinguish between heavy, medium and light foam. Heavy and medium foam is what is commonly used to suffocate flames that have already been knocked down. The foam cuts off the fire‘s air supply and keeps it from flaring back up. It is therefore only used relatively late. Throwing foam into a roaring blaze isn’t going to do much.

Also, your foam nozzle has a much shorter reach than a regular nozzle. One of the reasons being that you lose a lot of pressure to the mixer that adds the foaming agent. You would for instance go in with 175 psi from the pump and only get like 70 psi at the nozzle.

Light foam is mostly air. It requires a foam generator and large diameter pipes. You see this more often in stationary fire suppression systems that you’d find in buildings like airplane hangars or factory floors. Some systems can fill up an entire hangar to about 10 ft of foam in a few minutes.

And yes, modern foaming agents are much more environmentally friendly than 20 years ago. The old style fluorinated PFAS/PFOS foam is only allowed for special applications such as on airports these days and is heavily regulated even there. If memory serves, efforts are being made to phase those out entirely. The problem with that foam is that (while it’s highly effective) it’s toxic and a carcinogen. It is also a soil and water pollutant. Airports need to potentially undertake some serious cleanup efforts.

Some patterns are even copyrighted. This is the case with the pattern that was used by the public transportation company of Berlin, Germany, the Berliner Verkehrsbetriebe (BVG). Turns out they did not have permission from the creator of the pattern to use it on trams and buses and merchandise articles. The original agreement only had provisions for using the pattern on the S-Bahn rail lines.
