This is almost exactly how I found Goldie. I spent over 500 tickets trying to find her, and then after I admitted defeat and let the plot autofill, she showed up in my campsite. I was just in shock for a good 15 minutes afterwards and kept staring at her off and on, laughing and screaming, before I finally started the process of moving her in. 😅

For future reference: if you go complain about a villager to Isabelle before you get a campsite villager to move in they're more likely to pick that villager you complained about.
