It is the security establishment that decides the foreign/defense policy in Pakistan and it makes sense to talk to them directly because we have seen that high profile talks only raise hopes which are subsequently belied eg Simla AND Agra summits . Back channel diplomacy may yield some results and that alone is the way forward
