he's not a brute force guy, he's clever and a strategist.
when he sees something dangerous to him like seriously bad, like buffing or getting his butt beat he uses sinful shell to end it quickly.
or, uses down shot into a cruel attack.

in persona 6 i fully expect for makoto to blast theurgy and constantly use magic attacks/concentration + armageddon if you don't kill him fast enough once he gets below half hp

Hidden mechanics:
DPS check - He'll do insta-kill moves if do too little or too much damage to him after a certain number of turns. (Numbers to be revealed later)
Random weakness - His resistance change every time he uses a different persona. This mixes well with the DPS check to prevent hitting the threshold that makes him summon Satanael.
