You actually jump higher with a neutral hop, you just needed to take the turn higher. It's difficult but possible to do the cut shroomless on 150cc. After the first ramp, then yes you should hold back to make the shortcut

You dont even have to hold the stick back, just take the turn as tight as possible and hop, in the first clip you took it too wide

That's really not much of a short cut. Doesn't save much time as driving is faster than floating, and you can get mini turbo boosts by drifting on the turns.
