Theory: There are many stages of Vicky's life. And wherever she goes an incarnation of Silvia follows.

Once she was a woman in the middle ages and the towns people did not accept her. They threatened to burn her so she burnt them. It's a witch!

She dies but her soul was split into (at least) five across time and space: Weeb, Lover, The Ginger, Victorian Father and German Witch.

They eventually reunited when a young house elf named Bobby pulled them all back into The Ginger, who mostly resided in hogwarts, accidentally making her immortal.

And as she kept on being reincarnated (even going to a galaxy far far away a long time ago) she eventually made it all the way to Panem where she entered the Hunger Games.

And when that body died she was reborn in our world and shows up snippets of her past lives to share all of the trauma she has been through.
