I've been listening to this song since last year or even longer than that and I still couldn't understand the meaning of the lyrics. So, after researching I think I understand now. This is just my interpretation but here we go:

I think this 'tells us the story of two people just falling for each other but can’t tell the world yet'. This is what I found while researching and I agree with this. They're keeping their relationship a secret from the world either it is because they're gay and scared of how society will judge them or they predicted that their family could be against their relationship, etc.
The lyrics that can possibly support this is;
-1 "Do what you can with me and do it quietly"
-2 " wanna see you but I gotta resist"
-3 "I think I found a place for us, it's down by Garden after dark"
Sounds like they're keeping it a secret right? 'Do it quietly', 'gotta resist' 'a place for us down by the garden AFTER dark' hmmmm....

Realize how the song was upbeat at first 'til the end of the song where the music slowly dies down? And the repeated 'Ashes' at the end? Well...I have a theory and its probably what you have in mind :D
''Ashes, Ashes, dust to dust'' the lyrics we've been hearing repeatedly. I found in the comments that this lyric is from the bible so I searched for it. Apparently that bible verse is commonly recited during funerals. Yes. Funeral. The lover of the narrator possibly died.

"valley under, dust to dust"
"ashes ashes ashes ashes"
"ashes in my arms."
at least that is how I interpreted it.

It's kinda sad because of the lyric ''Valley under me can you tell me it's all wrong 'til it gets to me?". Is the narrator possibly implying that the two shouldn't have fallen in love in the first place?

SUMMARY A secret relationship but one of 'em dies and the guy is mourning for the times they were together.

** Now why is the song title 'Cabo'? What does neoprene relates to this?
Cabo is a place in Mexico. It is known tourist city and a prominent land mark their known as 'Lovers Beach'. The lyrics 'Neoprene beached around a faded blue' can confirm this. Neoprene is a rubber material often used on swimsuits.
'Lovers Beach' is where a lot of people spend their Honeymoons and getaways. Perhaps this is the setting of the story? or a place the two went to?

I can not begin to say how perfect this song is. The lyrics just hits the sweet spot to perfectly describe forbidden love. The instrumental at 1:05 is just amaze. Ah the chorus is just so coy?! Excuse me sir. How dare you make a sad situation literally a fun delulu song.

for anyone wondering what the song's about, it's about finding out you're gay at bible camp. "ashes to ashes, dust to dust" is from genesis 3:19 of the king james translation of the bible, and the whole thing about neoprene? they're teens at summer camp, neoprene's common in sneakers and swimsuits - speaker is in love but can only show it at nighttime when the camp counselors won't attempt an exorcism on sight, and boy is it hard to rein that in when the speaker's esso looks extremely good in swimsuits and the speaker is the gayest lil chicken nugget struggling with societal demands of conformity.
