Python Full ANPR Project on Iranian License plate with OpenCV, ML and Deep Learning without OCR Lib

FULL Iranian license plate ANPR, this is Demo python version for learning how real ANPR project works, very easy to read and understand(the code is super friendly) and its 30% Optimized, easily optimizable and region matchable(every country plates) for real projects(Recording application caused 10-15 fps Drop, the real FPS on core-i5 8th is 15-30).

No OCR or Plate Detection Library is used, all of them are worked with pure python.
