The Serval clearly tries to calm things down. Her exaggerated blinking is a cat's way to show she means no harm and wants peace. She is successful in her negotiations.

Never seen an interaction like this before-usually aggression just provokes aggression-or fear, or indifference. This cat is actively trying to calm the dog down. So fascinating.

I like the instinctive hiss at the beginning when the dog gets a little too close, then he quickly starts meowing again. He was like "wait don't do that, that's counterproductive".
