I may be missing something. The warren cites the following:
18 U.S.C. §§ 793: Gathering, transmitting or losing defense information, which carries a penalty of up to 10 years in prison.
Does anyone believe President Trump obtained information to be used to the “injury of the United States or the advantage of any foreign nation”? The information was his when he came into its possession. DOJ knew Trump had the information safeguarded at Mar a Lago and would not permits same to be removed from its place of custody or delivered to anyone in violation of his trust.

18 U.S.C. §§ 2071: Concealment, removal, or mutilation generally, which carries a penalty of up to three years in prison and disqualification from holding office.
