I'm an architect in NYC, and what that actually is a Vault, that is built by a municipality of the city, such as ConEd or National Grid, to get more room to run their utilities for a building or public infrastructure. It's actually both a city issue and the company's problem to fix.

Living in nyc sounds like an actual nightmare. Visited there 4 times and it was cool at first—loved Broadway every time—absolutely hated it near the end because it’s smelly, loud, the people are rude, and it is insanely crowded. The fact that people dream of living here is insane. Visiting at least once I highly recommend though.
