I would say Toph even young Toph. Because Bumi had the chance to train Aang, and he declined, saying that what was needed was someone who waits and listens. This seems to me that he was deferring to someone who was better/stronger than him. I think also in one of the after-series writings, Bumi offered the Kingdom to Toph, but she declined because it wasn't her bag so-to-speak.

Call me delusional because Toph claimed to be the greatest earth bender in the world and I completly agree. Yes the comics say shit but they also had toph holding up a min for only like 30 min and then getting tired. We all know that when toph stats something she makes nothing but proof on that statement so toph any day of the week
