RI State Police Will Pull Over Drivers From New York To Enforce Self-Quarantine

Travelers coming from New York will be required to self-quarantine for 14 days.

No authority to create a checkpoint, no right to pull anyone over without a CRIME having been committed (probable Cause) and no right to detain without a crime (again).
What good does it do to restrict cars from NY and not other states? Its arbitrary and capricious.
